The Court's own postal service under R. 271.4(a) RoP and Art. 18 Regulation (EU) 2020/1784 had failed because the documents were left at a pickup point, not collected and returned, and the defendant's known representative had refused to accept service. The Court held that service under R. 270-274 RoP was to be considered impossible, found a good reason under R. 275.1 RoP, and permitted direct service through a Dutch judicial officer (gerechtsdeurwaarder) under Art. 20(1) of the EU Service Regulation, which Dutch law permits. The claimant bears the costs of that service.
