Following a case-management hearing, the Hague Local Division resolved the outstanding points of a licence-access and confidentiality-club regime in the KPN v Oppo FRAND infringement proceedings. It ordered KPN to grant the defendants' external counsel and experts access to KPN's smartphone-manufacturer licences since 2015, under the same confidentiality regime agreed in the parallel LG Düsseldorf litigation, backed by a recurring penalty of up to €250,000 per culpable breach, with a dedicated notify-and-object mechanism protecting third-party Apple licence documents. The Court refused Oppo's request to defer the Statement of Defence until disclosure was fully complete — citing the UPC's one-year objective and the resulting delay — and instead fixed the deadline at three months and five weeks while preserving Oppo's right to supplement its defence as to materials that remained inaccessible. It also shortened the licensee-objection window for applications to give in-house personnel access from 10 to 5 working days, allowing an extension to 10 days in exceptional circumstances.
