1.
The Administrative Committee shall be composed of one representative of each Contracting Member State. The European Commission shall be represented at the meetings of the Administrative Committee as observer.

Each Contracting Member State shall have one vote.
3.
The Administrative Committee shall adopt its decisions by a majority of three quarters of the Contracting Member States represented and voting, except where this Agreement or the Statute provides otherwise.
4.
The Administrative Committee shall adopt its rules of procedure.
5.
The Administrative Committee shall elect a chairperson from among its members for a term of three years. That term shall be renewable.
